		<title>Stolen Car Recovered, Fugitive Captured</title>

			<div><p><b><span style="font-size: small;">On January 7, 2012, Astoria Police were told of an attempt to locate from Tillamook County. It listed a stolen Toyota truck and indicated that the suspect was Matthew Gray, a 32 year old transient, was wanted by the State Parole Board.&nbsp;</span></b></p>
<p><span style="font-size: small;"><b>Within twenty minutes Port Security Officer John Hord advised&nbsp;he had seen the suspect vehicle near the Lamplighter Hotel. Astoria Police Officer's Riley and Litwin, along with Oregon State Police Troopers Topinka and Spurlock were all in the area. The plate was confirmed and a felony traffic stop was planned.&nbsp;</b></span></p>
<p><span style="font-size: small;"><b>Astoria Police Department officers, along with the Oregon State Police Troopers, initiated a felony traffic stop on the New Young's Bay bridge. The stop was executed without incident and Gray was taken into custody. &nbsp;He was lodged at the Clatsop County Jail on charges of Unauthorized Use of a Motor Vehicle and on a warrant for Parole Violation.&nbsp;</b></span></p>
<p><span style="font-size: small;"><b>Officers noted while on this stop that traffic did not continue around them while the stop was being conducted. They appreciated the motoring public giving them the ability to conduct their business in the safest way possible. Unfortunately, this is rare enough that it was noticeable.&nbsp;</b></span></p>

			<div><p>On December 16, 2011, at the graduation of Basic Police Class number 327 at the Department of Public Safety Standards and Training (DPSST) facility a capacity crowd watched as class awards were presented. The final award presented was the Victor G. Atiyeh Outstanding Student award. The award went to Officer Ryan Sisley of the Astoria Police Department. According to the DPSST website,&nbsp;the<span style="WIDOWS: 2; TEXT-TRANSFORM: none; BACKGROUND-COLOR: #ffffff; TEXT-INDENT: 0px; LETTER-SPACING: normal; DISPLAY: inline !important; FONT: 11px Verdana, Arial, Helvetica, sans-serif; WHITE-SPACE: normal; ORPHANS: 2; FLOAT: none; COLOR: #000000; WORD-SPACING: 0px; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px">&nbsp;award is named in honor of the former distinguished governor of the state of Oregon, in whose term of office the current academy became a reality. This prestigious award is presented to the outstanding student of each basic class as selected by their fellow students and the academy staff. The student selected must display exceptional professionalism by demonstrating an exemplary attitude and outstanding achievement in leadership, academics, health &amp; fitness and survival skills.</span></p>
<p>Officer Sisley is joined by at least two other previous recipients. Previous recipients include Officer Greg Walker honored in 1997 and Andrea Lewis in 1996.&nbsp;The department has had several officers who have won several other awards for top student in a particular area of study.</p>
<p>A previous release indicating that Officer Sisley was the first recipient was incorrect. DPSST records published on their website are incomplete. Astoria Police Department regrets the omission of other recipients of the award.</p>

<p>On December 16th 2011&nbsp;The Department of Public Safety Standards and Training will graduate Basic Police Class number 327. &nbsp;This class includes two graduates from the Astoria Police Department. Officer Scott DeLapp and Officer Ryan Sisley will have completed 16 weeks of training including dozens of topics such as Oregon law, search and seizure, ethics, problem solving, survival skills, firearms, emergency vehicle operations, cultural diversity, elder abuse, drug recognition, DUII apprehension, and many others. During the training their knowledge and skills are tested in written tests, practical tests and scenarios. <p>While their graduation from the Basic Police Academy is a large step at the beginning of their careers it is not the end of training for these two new officers. On Monday December 19th the Officers will be paired with a Field Training Officer. The Field Training Officer will act as a coach helping the officers to apply the new found knowledge in real world situations. Working under this close supervision for the following 13 weeks the officers will perform the work of police officers. They will then enter into an evaluation period where they will be shadowed by a police sergeant to determine if they are ready to work under looser supervision. The officers will also be required to attain 84 hours in training every three years as part of maintaining their certification as police officers.</p>
<p>Officer Scott DeLapp was born and raised in Salem, Oregon where he grew up working for a family construction business. After high school Officer DeLapp joined the Army National Guard for six years. He was deployed to Afghanistan in 2006-2007 as an infantry sergeant performing convoy operations. For the last 3 years he has worked as an Associate Pastor for a church in Turner, Oregon. He is married to Andrea DeLapp and they have one daughter.</p>
<p>Officer Ryan Sisley was born in Vancouver Washington, but has been a resident of Clatsop County for over 20 years. He is married to Lisa Sisley, his wife of nine years. Together they have two daughters. Officer Sisley's work experience has primarily been in the construction industry andhas spent the last nine years working for Diamond Heating. Officer Sisley has a 14 year military career in the Oregon Army National Guard and recently returned home from a year long deployment to Afghanistan, in which he served as Platoon Sergeant. He continues to serve as Platoon Sergeant in the 162nd Engineer Company out of Salem Oregon.</p>
<p>Officer's Sisley and DeLapp were both hired August 1, 2011 and sworn in that evening by Mayor Willis Van Dusen at a City Council Meeting.</p>

			<div><h2 style="text-align: justify;">Astoria Police are seeking help from the public in locating a suspect wanted on numerous charges related to sexual assaults and Parole Violation. He is also a registered sex offender who has not registered since his flight from this incident.</h2>

<p style="text-align: justify;"><img style="float: right; margin: 2px; border: 3px solid black;" title="Silas Eastman" alt="Photo of Silas Eastman" height="300" width="300" src="/clients/uscg-13/418779.JPG" /><span class="bold-larger">Silas Eastman, a 36 year old male is wanted by Astoria Police for a Labor Day weekend incident involving a 16 year old victim who is Eastman&rsquo;s daughter. Eastman is alleged to have provided alcohol to his daughter prior to the abuse. She immediately reported the incident to the other adults in the house. When confronted Eastman left. Eastman is the non custodial parent and his daughter was visiting his sister at the time of the incident.</span></p>
<p style="text-align: justify;"><span class="bold-larger">Eastman has previously said that he has the means to disappear if he is ever at risk of going back to jail. Eastman had been living in a trailer in Tillamook County. His trailer was moved immediately after this incident. He is on parole. His parole was revoked when the new incident came to light but he has yet to be taken into custody.</span></p>
<p class="bold-larger" style="text-align: justify;">Eastman has been indicted by the Clatsop County Grand Jury in the incident on charges of Unlawful Sexual Penetration I, Sex Abuse I, Attempted rape I, and Sex Abuse II, warrants have been issued but Eastman has not been located.</p>
<p class="bold-larger" style="text-align: justify;">Eastman is known to use the alias of Silas Savage. He has previous convictions of Rape I, Sex Abuse I, Assault IV, and Menacing. He is 5&rsquo; 8&rdquo;, has blue eyes, and blond hair. He has known tattoos on his chest of a small cross, and the names Tracy and Rebecca. He has unknown tattoos on his upper arms and right shoulder. He is also missing a finger on his left hand and has a scar on his left eyebrow area.</p>
<p style="text-align: justify;"><span class="bold-larger">Eastman has connections to Astoria, Tillamook, Beaverton and Prineville. He has previously worked in the construction or<span class="bold-larger"> </span></span><span class="bold-larger">restaurant industry.&nbsp;</span></p>

			<div><h1>Astoria PD Looking for Information</h1>
<p class="bold-larger"><img src="/clients/uscg-13/400863.JPG" width="300" height="288" alt="Photo of Lois White" style="float: right; margin: 10px; border: 3px solid black;" />On July 26, 2011 Astoria Police received information that Lois "Sue" White had been missing since she left on a walk July 22, 2011. No one has reported seeing her since that time. She was last seen in the 1200 Block of West Marine Drive.</p>
<p class="bold-larger">On August 26, 2011 Astoria PD and Cert Members are distributing information to motorists about White's disappearance. They are scheduling it in the area, at time of the disappearance. &nbsp;</p>
<p class="bold-larger">Since the report was received the Astoria Police Department has received assistance from many other sources. These include the Astoria Fire Community Emergency Response Team (C.E.R.T.), the Clatsop County Search and Rescue Team, the US Coast Guard and Seaside Helicopter LLC.</p>
<p class="bold-larger">CERT team members have distributed fliers door to door, the Search and Rescue Team searched all accessible areas around the area she went missing and the USCG flew a mission searching the Young's Bay shoreline.</p>
<p class="bold-larger">On August 2nd, another helicopter mission was flown with the help of Seaside Helicopter LLC . Owner Gary Turel donated flight time and fuel to fly a low level examination of the tidelands in Young's Bay.&nbsp;</p>
<p class="bold-larger">None of the efforts related to Ms. White's disappearance have led to substantive leads. Any information that someone has, no matter how trivial, is important.
